If you are tattooing yourself... then no. But if you plan to tattoo friends and clients ... yes. The easiest route for licence is to apply to your local council with the fee they charge, and conditions set. Depending on area where you live, some are more relaxed than others about licencing.

You need to contact the local council where your premises are to be based. You must register both yourself, and the premises with your local council. The licence (unlike a tattoo) is not permanent - and needs to be periodically renewed according to the local council's laws - there is a fee payable for registration, and at each renewal. Your premises will be inspected before the licence is issued - to ensure it meets health & safety, and hygiene regulations. There will also be a series of background checks to ensure you are legally allowed to carry out the business.
