You don't. The membership is the privileges you get for paying. If any player offers you a free membership, it is probably a spam. Don't give him your password. If he requests it, report immediately (category: scamming). Similarly, be warey of any Web site that promises such things.

To get a membership, go to the RuneScape main page, and look for the available options. There is no secret code that gives you a free membership. The RuneScape membership is a group of privileges for paying members.
Now and then, Jagex makes RuneScape Classic available to paying members. Check the announcements regularly.

Never heard of Anarcy. RuneScape is a great game. I suggest, try both, and decide for yourself. RuneScape, at least, can be played for free - although paying members (6-8 US$ per month, depending on the payment options) have extra features. But you can try it for free, even play for free for many months, and in any case get a good idea what additional benefits are offered for paying members.
