Once you are baptized a member of the Church of Jesus Christ of Latter Day Saints, anyone in your bishopric can get you that number. You can ask your ward clerk or executive secretary as well.
If you have been a member for a while, but have not attended church for a time, those same people can look it up for you. All they need is your name and birth date.

This number will allow you to log on to the church website, and gain access to additional information that is not available to everyone.
This will include things like membership directories with names and numbers of the local leadership so you can contact them for assistance.
