Ive used multiple things in order to get a penny outta my car, paperclip, nail file, anything that will fit really, and 9 times out of 10 you ll blow a fuse, its 20A for my car i think >.>

Yes it can, especially on older cars that aren't equipped with a battery saver program on board.
Remove the glove compartment and the fuse will be located behind it. A diagram of the fuse layout is stuck to the left side of the glove compartment.
open glovebox and pull out of hinge clips. fuse box is behind here. cigarette lighter fuse is the lower fuse on left hand side, but check your layout plan (mine is stuck on side of glovebox). you'll need a mini fuse 15 amp (blue).
...a short in the system somewhere? Did you have any electronic work done recently? Have you checked your fuses? Does it keep blowing the same fuses? I had a problem just like that once before and it turned out to be a penny stuck in the cigarette lighter. Another time I hooked up a wire wrong while I was installing a stereo and when I turned on the headlights, it would blow all my fuses. Schtuff happens!

If your car cigarette lighter won't pop out, it may mean that either the lighter itself is bad, the fuse is blown, or the wiring is bad. Testing the lighter is rather easy. You could use an ohmmeter to test between the center of the coil and the metal jacket. If nothing happens on the meter, then the lighter is bad. You could test the socket by plugging something else into it. Then from there, if the socket is dead, then you should try looking for its fuse.However, if you mean it is stuck and you cannot pull it out, then the socket or the lighter is broken, or there is an object or substance between the lighter and the socket. It could be anything from spilled drink or rust, to deliberate vandalism.
cooling fan relays very seldom go out, I would check the cigarette lighter, first and make sure it is not shorting out .people spend lots of money buying water pumps, radiators etc, when it is not needed on these cars the fans run on the same circut as the lighter, just got through buying a 1994 cutless for $50 because it was heating up and they thought it was the block afer they replaced all water componets, I pulled it home got a screw driver and pulled a penny that was stuck in the lighter sockett, returned the penny to the owner now I am happy motoring
