You go on the Cruise Ship (in Olivine City). While on board, go downstairs. At the lower level, go down and then right. Keep going right until you see a ladder. Climb up the ladder. You will enter a room with a door. Go through the door. In there will be the captain. If this is your first time here, there will be a little girl. The girl will run off and you have to find her. Find her and return to the captain. Talk to the captain and he will give you a Plate. If he doesn't, exit the ship and board it again another day. This time, when you talk to the captain, he will give you a Plate.
