Well first you must get to the power plant.
When inside, talk to the manager.
He will tell you that a machine part has been stolen.
When you leave, the cop near the entrance will tell you that a shady figure was seen in Cerulean City.
He is a Team Rocket member and he is hiding in the Cerulean City gym.
Go to the gym and he will be there.
Then he will run outside.
He goes to the bridge just North of the city.
After you battle him, he will tell you that the machine part is in one of the inner tube stacks in the gym.
Go back to the gym and find it in the top left tube.
Return to the power plant and give it to the manager.
He will give you TM57 Charge Beam and restore power to Kanto.
Then go to the Radio Tower in Lavender Town.
Talk to whoever is inside and they will give you a Kanto Radio Card.
Manually tune it to the very top of the grid.
