Just for Mac is iChat, iCal, iPhoto, iMovie, iDVD, Garageband and thousands of others by companies such as Microsoft and Adobe and small independent software developers.
The webcam on a Mac is controlled by the software using it. Launch Photobooth, Facetime, iChat, iMovie or any other software that requires the camera and it will be activated.
This computer comes with the following software included: Time Machine, Spotlight, iChat, Safari,iCal, DVD Player,Front Row, Photo Booth, XCode Developer Tools, iLife '09 (includes iTunes, iPhoto, iMovie, iDVD, iWeb, GarageBand) plus more!
The built in camera needs some software to control it. Try PhotoBooth, iMovie or iChat in the Applications folder as they can all use the camera.
Assuming the camera is not actually broken you can control the camera with software such as Photobooth, iMovie and iChat or FaceTime which can be found in the Applications folder (apart from FaceTime which can be downloaded from the link below).
There is no version of iChat for Linux.
Alternatives of iChat for Non-Macintosh users, include, AIM, Trillian Astra, Digsby, Plidgin IM, Myspace IM, MirandaIM and Meebo. These can be downloaded onto your computer.

iChat uses the AIM network so to talk to people without iChat they will need to be on the AIM network. (See links below) .
