The best way is to place your finger in hot (not boiling: ouch) soapy water. This WILL soften the nail enough for you to either peel some nail back to get the splinter out if its close to the outside of the nail of you can use high quality tweezers (about $10+) to get under the nail enough while the nail is soft to reach it and pull it out.
I recommend not using poor quality tweezers as this could make it worse.
Also with this method you may wish to use a local anesthetic or some pain killers i recommend ibuprofen but do only use the amount it says to use on your packed box - it is usually 2 tablets for people over 12 and 1 tablet for people over 6 years of age but DO check the label!
Soak your fingers in warm sudsy water several times a day. Dry the area and apply ictheal ointment (a brown gooey ointment which can be obtained at a pharmacy). Cover with a band-aid because the brown ointment can stain. The ointment has properties that "draw" out infection and can help move the splinter to the skin surface.
If the nail bed becomes red, warm-hot to the touch, swells, or has obvious infection, see a doctor.
I would not suggest digging under the nail because you could make matters worse.

If the red lines run in the direction of the growth of the nail, they are called splinter hemorrhages as they look like a red splinter under the nail. The hemorrhages may be caused by tiny clots that damage the small capillaries under the nails. They can be a sign of a number of diseases: infection of the heart valves called endocarditis, damage from swelling of the blood vessels (vasculitis) or tiny clots that damage the small capillaries (microemboli).

Soak your finger in hot salt water until the water gets cool. Only get the water as hot as you can stand, not hot enough to burn. Then squeeze until the splinter shows itself and pull out with tweezers. If this doesn't work try soaking in cold water to reduce the swelling. Then take a pair of tweezers and try to pull it out. If it starts to splinter however don't keep trying- it'll only make it worse. If these don't work, simply wait for the nail to grow- this will push the splinter forward. When its close enough to the nail end, cut the nail as close as possible and pull it out.

I have got a ton of those over the years. But, as the days go by, you will see that your nail is growing! And each time your nail grow, it pushes up the splinter and when you cut it, you are successful! Just don't leave your Nails too long. Cut it normally!!
