That is "telekinetic grab". Look in the spellbook. You need magic level 33. Once you have that, you need law runes and air runes to actually cast the spell.

If it's the one in the banks, you can't. However, with level 33 magic you are able to use the spell "telekinetic grab", which will let you grab the items in the vaults. Keep in mind though that the items in the vaults aren't even worth as much as the runes used to cast the spell, so it's sort of pointless to get them.
