Many auto repair shops like advance auto, autozone, pep boys... etc have torx bits either in the form of a screwdriver with the torx bit on the end or as a socket for your socket wrench. On the funnier side.... just pick it up! Here's your sign.
Drivers side, about half way up the side of the trans, should be a torx bolt.
Torx or Allen wrenches get more torque (pressure) on the bolt.

If your jeep is a 1999-2004, remove torx head screw from each headlight and pry out gently.
Bolt them in. It's a T-60 Torx I believe. You should be able to just bolt in new seat belts. However, I only have experience with older Jeeps, and I am not sure if the new Wranglers still have this option because of more wiring, etc. I am sure that some Jeep enthusiast will come along, and better awnser your question.
