To become a translator on Twitter, you'll have to get involved in Twitter's Translation Center's forums. ( translate.twttr.com/cms/ ) You get Twitter's translation badge once you reach a rank between the top 20% of the translators on Twitter. You can get there by votes you gain from other translators. You're also able to vote for their translations, if you think they deserve it. In order to progress through the different levels of a translator, you'd have to post high quality translations, which should be approved by the moderators, as well as vote for other translations by other users.
