Generally no, you cannot join the Navy if you already have dependents. You can always request for a waiver though.
If you have complete use and range of motion of your elbow, then you can request a waiver.

Sorry, but you can't join the Navy while being on parole. You'll have to even wait a year until after the ending of your parole to even be considered and factoring in the offense you'll probably have to seek a waiver-which isn't always granted and is up to the RCCO or Recruitment Center Commanding Officer.
