No you can find it by searching your computer for Starcraft II and the galaxy editor will be listed. It's called the Starcraft II Editor, not the Starcraft II Galaxy Editor.
I presume you mean the release date. Starcraft II comes out on July 27, 2010. The beta ends on May 31 (or May 30, I might be off), and the second beta will begin around June 25th-July 5th.

Ok, so to access the map editor, go to where Starcraft II is installed (e.g. c:\Program Files\Starcraft II) and in that folder is an application entitled Starcraft II Editor.exe. At least that is where it is on mine.
