Using a mild remover like Goo Gone will remove most adhesives and residue without harming the paint.
A rag with some Goof Off on it will remove any tape adhesive without damaging your paint. -I've tried it on 3 different popular cars, it works.

You can paint most tile adhesives. To make sure you get a good bond, first use a small brush to prime the adhesive with Kilz or Bullseye Primer. After that any paint will stick firmly.

Possibly because the tile adhesive wasn't totally cured, or the oil base paint wasn't sufficiently mixed. I have used oil over tile adhesive and it worked for me.
