You have to do very well in all of the Master Rank Contests. you have to max out your specified contest type. and get a scarf of that colour. I completed master challenge once with my altaria and it didn't get painted. it didn't have full smartness nor did it have a green scarf. My milotic, on the other hand, did get a portrait. it had max beuty and blue scarf. i also got a yellow scarf for my milotic cos i used a kelpsy berry.
