You could ask for them in trades at the GTS. However, people there are REALLY ripping others off, so if you have a friend who also has Diamond/Pearl/Platinum, and you are just starting the game, try this:
Start off with any of the three starters, Turtwig, Chimchar or Piplup. Go through the game until you reach the first Pokemon Center and go upstairs. Trade the starter to your friend. MAKE SURE THAT YOU HAVE ANOTHER POKEMON WITH YOU OR ELSE YOU CAN'T TRADE!
Repeat the process until your friend has at least two of the three starters.
When he does, start your game with the starter that your friend doesn't have with him. Catch a few wild Pokemon and trade them for your other starter Pokemon. You should now have all three starters!
Be sure to give your friend something for helping you out. Perhaps help him do the same.
Way To Get Starters(2nd way!):trade starters with your friends until you have the ones your heart desires.Then go to the Daycare in solaceon town and put in a DITTO and a starter Pokemon. walk about 1000 steps,then talk to the old dude in front of the daycare, he should give you an egg!! ( THIS ALSO WORKS FOR EEVEE,ROTOM, and any Pokemon not legendary!)
