My best piece of advice would be jailbreak it or find somone else who can do it for you. Once you have jailbroken it you have cydia and installous and can get apps completely free. The only problem is void your warranty if you mess up the jailbrake.
Any apps that you bought through the iTunes store can be re-downloaded at no extra charge

-yes u can get apps on a LG Cosmos Touch --how so?
Only the iPod Touch will run apps. The iPod Nano will not run apps.
No. You pay once for the application, the only time you pay is when you buy it. There is no monthly charge for the iPod Touch, only the iPhone, and the charges are the billings. The only time I can imagine they'd charge for the iPod Touch is if you bought something off the internet via iPod Touch, but the charges wouldn't go towards the iPod Touch, only your credit card, banking account, or whatever you used to purchase with.
No, you do not pay a monthly bill for iPod Touch apps.
