You can cheat by pressing Ctrl,Shift,Alt,x then type "you don't deserve it" and press Enter. This will unlock all the reward buildings. You can disable the cheat afterwards if you want.
Or there are two ways without cheating.
1. According to the manual, you can complete three U Drive It missions for Dr Vu.
-Sell the Secret Rocket Formula: Have a freight train station with at least 20 tiles of track and a deluxe police station.
-Pure Evil Ice Cream: Have more than two elementary schools.
-Spread Zombie Dust: Have a cemetery and a small landing strip.
2. If you are playing on hard it can be offered as a reward if your budget goes below $20,000. It seems you must have less than 15,500 people, loose $3,000 for more than three months in a row, and a minimum commercial population. There is lots of speculation about the specifics of this method though.
*In my case I was playing on a small map, making about $200 a month, had around 10,000 people, and got down to about $2,000 in the bank when the budget lady said Dr. Vu offers to build Area 5.1 in my city.

Sim City 4 is a PC game where you get to mayor your own city! In the game, you can do you-drive-it and you can select vehicles and drive them around in the city. It has good graphics and takes alot of thinking to build a city. (It's pretty fun.)
