Pull the ashtry all the way out. There are two clips on the top at the back. Use a thin screwdriver to depress the clip. They will be a dark metal cover. Push them down with the screwdriver and the ashtray will come all the way out. You can see them jump up and lock into place as you pull the ashtray out. They are about 1/8 inch in from the side of the ashtray. You also need to remove the connector from the cigarette lighter. Once you have the ashtray out you will see a space at the top of the connector where you can again use a thin screwdriver to depress the tab that locks the connector in place. After you depress it you can just pull the connector off.
If you're talking about how the ashtray won't close, as was the case with my car, it's a really easy fix. Inside the ashtray there is a blue 'L' shaped hook that hangs on a hinge. When the ashtray closes, the 'hook' on the 'L' grabs the ashtray so it won't open again. Then, when you push on the ashtray, the hook is dislodged and it is allowed to open. In my car (a 2002 Jeep Grand Cherokee) the ashtray wouldn't close because the hook came off. All you have to do is pull the ashtray all the way down (gently so it won't break), find the hook, and insert the hook back into the position (it is an obvious spot on the right side of the opening.) Ensure that it is allowed to slide up and down. If you've done this correctly, you should be able to close the ashtray again.

They didn't build a 740 in 1979 so I'm guessing you meant 1989 instead. If you have an '89 740 its located behind the ashtray below the radio. First you remove the ashtray by gently pulling on it and pressing down on the tab located inside. Once the ashtray is removed you then pull on the tab at the bottom of the plastic cover that remains once the ashtray has been removed. The fuse panel is behind that cover. Sounds complicated but is very simple. Takes all of about 2 mins.
