youll have to remove the air bag pad and horn contact pad and steering wheel. there is then underneeth a steering lock plate , yull need a steering wheel puller for(also for remoal of the steering wheel) and also to depress the spring loaded lock plate to remove the c-clip then slowlly release the pressure on the lock plate and remove it underneah will be the signal light switch assmbly.
Up under the dash over the steering wheel left side. The upper one is the turn signals and lower one is for the flashers.
Gee - I have never seen a silver fuse anywhere. Perhaps you mean the turn signal relay???? It should be under the steering wheel area somewhere. Get under there and look for the silver can.

You need to remove the steering wheel. The switch is located below the steering wheel.
In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.
There is only on lever on the left side of the steering wheel. That's the turn signal. Push the turn signal straight back until the steering wheel responds. Don't be afraid of damaging the turn signal.
This would be in the engine right behind the steering wheel. It is important this is kept up if you want to be able to turn your vehicle.

under the top steering wheel cover is whats called the tun signal malfunction switch. that's what your looking for. its usually at the base of the turn signal operation arm(thing used to turn the signals on) or under the steering wheel on the steering column.
You have to remove the steering wheel. You will need a steering wheel puller that is fairly cheap to buy or rent.
