under the top steering wheel cover is whats called the tun signal malfunction switch. that's what your looking for. its usually at the base of the turn signal operation arm(thing used to turn the signals on) or under the steering wheel on the steering column.
Check for a blown fuse. If the fuse if OK, replace the Flasher Relay.
In a 2004 Chevrolet Monte Carlo, the turn signal flasher is typically located in the fuse box under the dashboard on the driver's side. To access it, remove the cover of the fuse box and look for the flasher relay, which is usually a small, cylindrical component. If you need to replace it, consult the owner's manual for the exact location and part number.
Replace the flasher relay.
The flasher that works the front turn signals also work the rear.
There is no flasher. It is part of the Hazzard switch assembly. Luckily mine went out under warranty. You need to remove most of the dash to get to the part. I think the switch alone was about $70. The Impala's had a recall on this part, but not the Monte Carlos, go figure.

To replace the flasher on a 2004 Chevy Monte Carlo, first locate the flasher relay, which is typically found under the dashboard near the steering column or in the fuse box. Remove the old flasher relay by simply pulling it out of its socket. Insert the new flasher relay into the same socket, ensuring it is securely in place. Finally, test the turn signals to confirm that the new flasher is functioning properly.
