At the end of the Thieves Guild questline, in the last quest called "The Ultimate Heist", you are commissioned by the Gray Fox to steal an Elder Scroll. This would stay temporarily in your inventory (it can be read) until you give it to the Gray Fox.
You must complete a quest called "Touching The Sky".
First, you must have the plug-in "Dawnguard". The plugin will begin a series of quests starting with "Dawnguard" (when you learn about them) eventually leading to getting Auriel's Bow. Usually, once the plug-in is installed, the guards will talk about Dawnguard as a rumor. Hearing the rumor will begin the first quest. If you are level 10+, an orc will come and talk to you which also starts the first quest.
Quests in order:
1. Dawnguard (learn about the Dawnguard)
2. Awakening (investigate a crypt)
3. Bloodline (chose a side)
4. The Bloodstone Chalice or A New Order
5. Prophet (rescue or seduce a moth priest)
6. Seeking Disclosure (get the Blood and Dragon Elder Scrolls)
7. Unseen Visions (use a moth priest's knife to read the Elder Scroll)
8. Touching the Sky (learn about bow's location and get bow)
If you just want a regular steel bow you will just have to look for one. look in stoars, kill Bandits or in houses. However you can get a fine steel bow from a guard in any city.
Just keep playing, you should have one by level 20
I believe Daedric artifact drops are random and only happen once you reach level 20 or 30.

only thing i can can think of is fire resistance but here's a tip if you have got dawnguard and have got auriels bow ask serana to put her blood on elven arrows and use the arrows with the bow (the arrows would be called blood cursed arrows) shoot it at the sun you will get an achievement and it will block out the sun so you just say bye to those weaknesses
Technically, no. But you can go 'Bow Fishing'. It's basically fishing with your bow. Or you can swim around and catch slaughterfish.
No, you need Auriel's Bow, and the corrupted arrows provided by Serena, to block out the sun.
It depends on how you like to play. I prefer bow myself, and argonians are quite good at both naturally.

If you mean while it is in your inventory, it's probably the marker to say your character has equipped the bow but is not currently weilding it.
It is possible. not sure why you'd want a million though...you can have infinite arrows with the summoned bow.
They don't really break. Make sure you're holding the button long enough to get a full draw on the bow...
You have to have one of the perks that allow you to do it. If you have the perk, draw your arrow, then hold the secondary weapon button.
You might not have the right material, or you might not have the right level of Smithing, or the necessary perk for the material the bow is made from. You may have upgraded it already as far as your current skill levels will allow.
