It depends if you live in an area with a colder temperature like say the north then YES it is bad to leave pot plants outside. What you really need is some where rather hot or humid so your pot plant can grow.
Repotting is essential for plant growth. If a plant is left for too long in it's pot it may become root-bound and stop growing. Root-bound means, in a potted plant, that the plant has over-grown it's pot. The space in the pot has become filled with the roots of the plant and there is little or no dirt left. If there is no dirt left there is no substance for nutrients and the plant will stop growing. Depending on the plant, typically repotting consists of trimming the excess roots at the root ball, leaving 2-3 inches of roots and repootting the newly trimmed plant. It may be a good idea to use a bigger pot, again depending on the plant.

Of course you can! Peace lilies are vigorous, and a healthy plant will probably need to be repotted once a year! You can check your plant to see if it needs repotting in several ways. You can check the roots: if they are growing out of the drainage holes in your pot, it needs repotting. You can pull the plant out of the pot and see if it is root-bound (the roots have filled the pot and are growing round and round in circles), and if when you water it the water goes immediatly through the pot and out the bottom, there is probably too many roots and not enough soil to soak up any water. The new pot should not be any more than one size larger than the pot you have the plant in now.
One can find out if their neighbour is illegally growing pot plant by checking for the following signs: fans, scrubbers, and air fresheners to disguise the smell of the plant, groups of people staying for short periods of time, people showing up round the clock.
