Do you mean in the mines or the excavation site? You can just use your hoe to dig around the area you enter where carter and flora are. But if you want to dig in the mines you have to come to the excavation site (the cave near their tent) at 9pm to around 10pm and then carter will say something about a mine, then you will open it then you can mine in there. then when you clear the mine then you start the cycle again and open another mine. go to this website for more detail: http://www.fogu.com/hm6/chan5/mining.php

you cant actually dig down to other floors, to unlock the first mine you have to visit carter in the dig site aither early in the morning or late at night after flora has left the site and he will ask you if you have a hammer, then he will get you to knock down a wall to the first mine. (note that in the mines there will be holes that you randomly find that you fall down to go down many floors, also there are stairs that let you go down one floor at a time).
