All you have to do is go on the internet on your iTouch, and go to jailbreakme.com. Slide the slider at the bottom and it downloads Cydia to your iTouch automatically for free.
I have seen this website on my own iTouch, and the only thing about the website is that your version has to be (I THINK) 4.2.1 or lower to be able to use.
You can get an installer without Jailbreaking it, using a program called 'Pusher'.
It allows you to run Un-Offical Software on your iPhone using Cydia!
Yes, you can install Cydia apps without WiFi using Cyder 2, as it allows you to manage and install Cydia packages directly from your computer. Cyder 2 works by connecting your iOS device to your PC, enabling you to download and install apps without needing a WiFi connection. However, you will still need an internet connection on your computer to download the packages initially. Once the packages are on your PC, you can transfer them to your device via Cyder 2.
If you are to jailbreak your itouch, cydia would be installed and would usually be able to work. If you did not jailbreak your itouch, you should not be able to use cydia correctly. P.S: Please recommend me using this button below, thanks.
You can't
You can't. It's impossible unless somehow apple let's it into the app store.
If jailbroken, download MxTube off of Cydia.

You can charge your Touch by connecting it to any computer's USB port, by using a plug-in USB power supply, or by using some form of USB battery pack. I don't know if any of these fit your definition of "without using a charger".
In order to start using your iPod Touch, you must first download/install iTunes onto your computer and sync your iPod Touch to iTunes.
