To get Dragonair on Pokémon Diamond you will first need to get the national Pokedex, which you get after seeing every Pokémon in the Sinnoh Pokedex and talking to the professor. After getting the national Pokedex you need the Super Rod, which you get from a fisherman in the Fight Area. You can get to this location from Snowpoint via a boat, and then the fisherman shouldn't be too hard to find. After you get the national Pokedex and the Super Rod, climb Mt. Coronet until you find a waterfall in a cave. Now fish with the Super Rod., Dragonair can be caught here but is rather rare but it's unevolved form Dratini can be caught here and isn't as rare, though is uncommon. It might be simpler to catch Dratini and level it to 30 to evolve it into Dragonair.
