Ur talking about the elite penguin force game right? if so, to weld with flare(the black puffle) u must click on flare and ask it to burn something(for example on the stop the wheelbot mission when it says to weld the wheel u click on flare and then the wheel) Good luck!

first get the red puffle and blow up the boxes then go inside the gift shop and throw a snow ball at robaots face with blue puffle then follow it up stairs then throw anthor snowball at its face then weld its whell with the black puffle then deactivated it with gear thene put it in bubble with purpple puffle and go back to hq. your welcome.
use ( the purple puffle ) pop's bubble to remove the barracade, and go inside. use bouncer and hit him in the face, then toutch him again, and he'll head for the roof. use another of boucer's snowballs, and aim for the face. he'll stop to clean out the snow, so now use flare to weld him still. make shire to aim at the whell. then use the robotomy gadget, and deactivate him. then use pop to put him in a bubble, then tap him again and put him in your inventory, and take him back to G.

Without knowing exactly which Code or industry this applies to, I'll give it a shot using AWS D1.1 standards. The standard flare-groove detail is P10 indicating that it is a PJP (partial joint penetration) weld. If a weld size is not indicated, it is assumed it is a full thickness weld and I believe this is where the confusion comes in. It's a partial penetration with full thickness and that's where the argument starts. This weld could be used as a full penetration weld (and held to that testing criteria) but the detailer must be specific about the intentions, particularly if it is used in a critical joint.
