There are a few ways. I only know 2. 1st take the turtles out of the tank (put them in another tank) and get a wind shield wiper against the sides of the cage. OR get a bottom feeding fish. They will eat all the algae in the tank.
Green algae.
The green sludge is probably algae. If the tank has an open top, the sunlight will encourage the growth of algae. If this is the case, clean the tank out and keep covered.

Does your snail have algae on it? Goldfish will eat anything that "grows" in the tank. They will eat turtle droppings, water scumm, algae, anything! That is why they are called bottom feeders.
If there is algae (the green stuff) on the tank, or objects in the tank, then you don't need to feed them at all. Well to keep your turtle tank clean i suggest putting the turtle in a separate bowl. Then scrubbing the edges of the tank will rid algae or other unpleasant rots. If you have gravel or pebbles on the bottom of the tank either replace them or run them through hot water for a few minutes. Then just set up the tank fill it with water and put your little turtle inside! Hope this helps!
