Go to Viridian City. Talk to this one old guy. He'll give you the Rainbow Wing! Fly to Indigo Plateu or Victory Road, then fly to Ecruteak City. You are now aloud n Belll Towr! Once you go through, there with be a maze of jumps. When you go through, Ho-Oh is there, and it is level 70. Bring a lot of Ultra Blls unless you have any Master Balls.
