Most Hoenn Pokemon can be captured on Diamond, Pearl, Ruby, Sapphire, Emerald, Firered, and Leafgreen. Those not captured on the DS games must be transferred into the pal park (when you beat the elite four and get the national dexyou gain access to the park). The others that can't be captured you can get off of the GTS or In ruby and sapphire, when you get the national dex, Proffessor oak gives you one of the Hoenn starters. The only other way that I can think of is by cheating with the Action Replay. I tried this but the game got super boring and my Pokemon weren't really mine, they were just cheated. Hopefully Nintendo comes out with the rumored Silver and Gold remakes for the DS.
