I am pretty sure you are talking about the dotted hole if you really are I remamber using rocksmash on the door but then the scientist dude ran in and when I got the sapphire he stole it from me so i had to chase him. its not rock smash its CUT

You must go to the island and then enter a cave that is nearest the island. Once inside in order to obtain the braille key you must clear the rocket grunts. Once cleared you will see a room that contains the braille key.
