Braille, there is no language called "regi" , regi are the three legendary rock Pokemon and regigigas.
There is no item called a Braille Reader in any Pokemon game. However, in Pokemon Emerald, the player does not need to be able to read the visual braille in order to obtain the Regis Pokemon, and many players have already decoded and shared their findings on the internet.

Its a little tricky to get to, but in the current between slateport and pacifidilog there is a place to dive and you should decode the braille tablet or something ( I'd use the internet) and you shoud be able tofind all the regi pokemon.

Go to the desert on route 112 and there are some ruins at the bottom. Once inside read the braille on the wall, and walk left two spaces, down two more and use rocksmash. The door should open then.
DotBraille is Regi's language in Ruby, Sapphire and Emerald. By reading them in the walls and de-coding them, you can find Regi's (expect Regigas!).
