When a round finished, you can walk in the opposing team's base.

In some custom maps, you might be able to get into the opposing team's base in the middle of the match.

If cheats are enabled in the server (sv_cheats 1), you can type "noclip" (without the quotes) in the Developer Console to turn collision off, enabling you to enter their base.
