you cant just walk into the doors of the ultor skyscraper.get a heli.fly up to the top.there should be seethrough glass you can shoot out with the gun heli and try to smash the front of the heli in the room and jump out.the bad thingis,you can only stay in that room.good thing, throw people out of the window :)

You can't, I'm afraid. All the areas that start off white you can't own. So the prison, the power plant and all three areas in Saints Row are off limits they are occupied by Ultor
