  2. Determine the FOIA office in that agency
  3. Write a letter to that FOIA office requesting the desired information
  4. Wait (they must acknowledge your request in 20 days, but they don't have a deadline to act on it, many FOIA offices are so overloaded that the queue just for them to start working on it is years long)
  5. Receive your response (which may be complete, redacted, or a refusal)
  6. If you are not satisfied with the response, appeal
  7. Wait some more

Note: If you pick the wrong agency, you may get a refusal simply because the information is elsewhere, the appeal won't help
