before you go the museum to talk to the guy on the right. when you are underground make sure that you transfer the skull fossil to your item bag. this way when you go and talk to the guy in the museum...he then will take the fossil from you..and tell you to go outside and then return in and he will give the the pokemon. hope this helps you. wat i did was at orbourgh i went inside and talked to the guy on the right, i gave him the fossil, i went outside then went back in, and he gave me the reincarnated fossil :)
