you cant. the only way to get kyogre in soul silver is to get it in a trade from heartgold. but you can get Groudon. All you have to do is have the national pokedex and defeat Pokemon Trainer Red on top of Mt. Silver.Then go to Prof. Oak's lab and he will give you one of the Kanto Starter Pokemon. Then go to mr. pokemon's house and he wil give you a red or blue orb (depending on if you hav soulsilver or heartgold.) Then go to the Embedded Tower (past Cianwood City) and Groudon/Kyogre will be inside.
P.S. If you bring both Groudon AND Kyogre to Prof. Oak, he will show you where to find Rayquaza
