Aftre you beat trainer red at Mt. silver (which is only available after you beat lance) you take the ss aqua to vermillion and when you get off the boat you will see suicune on the dock ( you catch him at route 25 which is north of cerulean) keep on heading north on the dock when you se a sign turn left ( right will take you to another route) head north to a Pokemon fan club house(it will look different) and steven with blue hair will run into you and tell you that latios is running around. (if he doesnt run into you at the house go north to the Pokemon center. hope i helped
