Yes. My preference is to just the 999 rare candies code, then feed away. It takes a few minutes though, depending on how low level the Pokemon in question is.
They may be less powerful than if you trained, but you can do a little training on higher level wild Pokemon to raise the strength more, and it will take much less time to do that than do it to get to level 100.
