Hi! Ok to get Luigi you must talk to Queen Jaydes, she's the queen of the Underwhere. She will send you on a quest to find her "daughter" Luvbi. You may have already seen her once. On the pipe singing about her prince or something like that. Anyway, when you know where she is, the point is too high for you to reach. If you keep moving you will find Luigi with his cap over his head shaking by a rock. There ya go!
