You have to have the Hookshot in your possession. It's in the temple somewhere, so you'll have to do some without Makar. When you've got him and you're at the cell equip both the hookshot and the iron boots. The stone that's blocking the way out of the cell can be pulled down if you hookshot it to free Makar. If you don't have ther iron boots on you'll be too light and all that will happen is you'll be pulled towards the rock, which doesn't help anyone.

∙ 9y agoYou will have to travel to Forest Haven to find Makar. He will be inside the waterfall and you will need to change the wind direction and use the Deku Leaf to get inside. After, play the Wind God's Aria to awaken him and you can now enter the Wind Temple.
