Mesperit, azelf and uxie are the three lake pokemon, but mespirit is the only one that roams the map. if you have the map app on you poketech then all you have to do (i done this myself) go to sandgem town and then keep moving between sandgem and the route above it and then when the face on the map app comes over the route above sandgem then go into the grass and you will find it, (if you have 4 faces on their then you have moltres, zapdos and articuno roaming too.)

azelf helps you but does not live there. he leaves the distortion world after you get giratina and return to the real world and then you can catch it at lake valor with surf in the cave at the mifddle.
