As of late 2008 Capcom has not announced any plans for MegaMan X9, however MegaMan 9 was released on all 3 next generation consoles at varying dates ranging from late September to early October 2008 as a downloadable title. The game was designed to mimic the classic Megaman titles found on the NES and Gameboy, with 8 bit style retro graphics and sound, and if there is a possibility of a new Megaman X game it could very well head in the same direction, being made to mimic the SNES series, or more likely the PSX games which marked the height of the Megaman X Saga. However, Keiji Inafune has been quoted in an interview stating that sales of Megaman X8 and the remake of Megaman X on the PSP, Maverick Hunter X, were met with poor sales in Japan and as a result they may not produce another game. That said, Megaman X8 and Maverick Hunter X still did reasonably well in other countries and with a little faith on Capcoms part could see production by a third party source overseas where the game still holds an audience as some other Japanese companies have done, such as Konami with the recent Silent Hill titles. Another thing to think about is the fact that Capcom has a long standing history of resurrecting old series years down the road, as seen numerous times with the Street Fighter series and even recently with Megaman 9, by introducing new and interesting features and style, or even by bringing back or rebalancing the old ones.
This is one of those unanswerable questions. According to Megaman NT Warrior, Protoman is better than Megaman, though Megaman still managed to save Protoman's life. Likely Protoman would be better than Megaman, if they were to exist in any kind of real-life setting. However, they don't: just videogames. Therefore, it's impossible to say, as it's more of an opinion question than anything else. My own opinion is that Protoman ranks Megaman, but that's just me. The games themselves would have you believe otherwise.

This, like all "who is better" questions, is subjective. Each character has their own advantages when playable in Megaman and Bass, and they each have cool aspects. However, I personally think that Bass is much "better" than Megaman: his attacks in Megaman and Bass are much more useful against enemy swarms, he is somewhat more versatile, and in general he is just a bad*ss. However, you should draw your own conclusions.

As of right now, no. There are talks about the Making of Megaman X9: The Final War. Which is expected to be released for the Newer age system (PS3, XBox360, Wii) However, so far the talks are only as rumored to be so due to the fact that making the game cost too much and the creator does not see an investment in it due to lack of sales for previous game Megaman X8.
yes the 500 barrell fits fine as long as the gauge and magizine size are exacly the same on both the 500 and the maverick, the 500 barrels are more expensive also and are of better quality than the standard maverick
