Put away that hacksaw! You probably don't want to reduce the size of your biceps, you just want to get rid of the fat that's accumulated on your arms. Eat right and exercise regularly to reduce the fat and gain a toned appearance.

Slimming down your arms is a two fold event. Incorporating a strong cardio routine into your workout is the first step. 30 mins 4 times a week on the elliptical is idea. Low impact and keeps your heart rate up. You'll want to keep your arms moving the whole time, and keep your heart rate around 120. The second thing is strength training. No, I don't mean bulking up with heavy weights! Low weight, high reps. Start with a can of soup and do about 4 sets of 20 reps (bicep curls, tri extension) with that and build up from there. Also while on the elliptical, try holding 2.5lb weights or those sand bag wrist weights. Muscle rips fat off, so the more you can get those arms moving, the better!
