only place I know of is at a dealer. You can buy a spare key on eBay for the electronic component of the key. Then go to a dealer to get a key made based on your VIN number. Then you can have anyone with a Tech II device "synchronize" the new key along with all other keys to the TWICE module on the car. All keys must be present during the programming any time a new key is added. This method is cheaper than going to a dealer for the entire process. Many independent Saab shops have a Tech II and will program keys for less than a dealer.
