It was probably a dock (Dell puts them on some computers) that came bundled with software. They're pretty handy. My favorite free one is RocketDock ( http://rocketdock.com/ ), which comes with lots of features. You can also download skins and icons and other stuff from their site. My favorite premium one is ObjectDock ( http://www.stardock.com/products/objectdock/ ) which is worth paying for in my humble opinion. Either way answers (a) cupofjoey.com
