I think you should just say that the one staring is him, and not yourself.
But if you really like him, then you should just admit that you love him, confess... so on.
If you only like him as a friend, talk to the boy, he'll stop staring.

Choose friends if there good ones anyway. If your in high school anyways it wouldn't matter because most people choose the wrong person at that age. Friends you can usually rely on, at least that's my opinion.
What sort of things do you do when you're suspicious? Do you sneak around trying to find the truth? Do you check someone's email or text messages for proof? Do you talk to your friends about it? You can answer this if you just think about it!
Its best to leave to the situation as is, but if you really want to you can ask your friends parents to be friends with their son and provide reasons why you should be friends if not you will know that they are serious and don't be friends secretly, if caught it only makes the situation worse.
