Buy them from Crazy Redd who pops up in the game from time to time. Then donate the pictures to the Museum. Be careful though, Crazy Redd will sometimes attempt to sell you fakes. Blathers will not accept these at the museum. You may also occasionally find them in Tom Nooks shop or shake them out of trees. Other animals in the crossing will reward you with them for doing a job on rare occasions as well.
There also cheat codes to get some of the paintings. You talk to Tom Nook and choose other things. He will give a short list of other things, choose say code. They have to be entered exactly as listed. This included capitalization. The codes for GameCube are as follows:

∙ 15y agoThere will always be real paintings at Tom Nook's store. The other rare one's you get from Redd is just a game of luck. It is randomly decided whether the painting is fake or real, so just keep buying the paintings.
