File a Termination of Parental Rights petition in the appropriate state court in the county in which you live or the child resides. Courts do not take the granting of the relinquishment of parental rights lightly and will not allow a TPR request to be used as a means for a biological parent to escape his or her financial obligation to the child or children.

Upon death of the child, or when child reaches majority age. There have even been ridiculous cases where a mother lies to a man the kid is his, the man does the right thing for the child only to discover the child isn't his... AND THE MAN IS OBLIGATED TO MAKE CHILD SUPPORT PAYMENTS to the lying woman!!!! This is directly-attributable to a corrupt civil justice system that offers positive outcomes to highest bidders, or mothers regardless of a man's rights. That's my experience. That's my opinion.

Voluntarily? Involuntarily? The procedure depends on that as well as the state where the child legally resides. Some states provide no means to voluntarily terminate parental rights and grounds for involuntary termination vary from state to state. In all cases, however, termination of parental rights does not terminate child support obligations unless the child is being legally adopted.
