You can get the seagull to move by using the lighthouse light. Catch the old photo blowing in the wind by the left side of the lighthouse. Swap it for diving gear at the Say Cheese photo shop, and come back to Puffin Point to dive for Cap'n Salty's lost lobster trap. When you return it, you get a lobster, and you can use it to turn the crank on the lighthouse, so that the light scares away the seagull.
